Layouts - In the first one I see, 16, you tried to incorporate a lot of brushwork as well as solid lines into this layout. But the banner's image has been repeated four times already, and that's a little too much even though you've tried different varieties of it. But I would like to see more red used in the content area, where you've only used the beige-brown-ish colours. You've also used a navy-black colour, which I don't see being used in your banner, so you could have incorporated a little more red. Such as the links and border-lefts.The second once I see, 15, is probably my all-time favourite on your site. The left part that has been repeated is adorable and I love the image, brushes and textures you've used in the banner. However, the D.Grayman character could have been raised up a little since the legs were cut off a bit too soon. I see you've tried to add more black into this layout, but on the navigation header's bottom, it doesn't seem like it matches the layout nicely. You could've swapped the light blue border-right colour with the black underline, or with the black underline and the crimson header since there wasn't that much red used in the banner.
14's manga character was used too much as well. I see at least five of them in your banner. And your banner seems like it was a partly transparent png that you've made and then was added onto the banner's background pattern; it looks way too cropped. You can tell by looking at the left of the image; it's darker than the background pattern you've made. The pattern is also not such a good idea, because you can see it isn't as smooth as it could be. You could've jst made it one colour, and the banner could be a little more feathered to make it match the background a little better. But the font was used nicely.
13 was very well done. I love the grey hues, except there's too much grey and the contrast of the text to the background is just too little. Next time, try adding a little more magenta in your CSS. The banner was done well, but the subtle words with the few lines ruins the look of the abstract; it gives a little too much line. The gradient could have stretched out a little more so the background doesn't look so plain, but otherwise, was used nicely.
12 was very nicely done, except the image of the girl was repeated five times and the "Zilch" font wasn't as compatible as it could be. The font also needs to be enlarged.
11 is very plain. The banner seems cut off too suddenly and the CSS could have been put together a little better.
10 is definitely a better one but you've used too many splatters on the left. I love the right half of the banner. However, the content border-lefts could be tweeked a little.
9 was done very nicely. The banner is one of the better ones I've seen on this site. The content area looks very nice too. The only thing I have a problem with is the Home, Sitely, and Credits tag that pops out too much.
8 is too plain. The colours could have been meshed better. The content looks bad; I wouldn't download this premade because the contrast is too low and the banner colour wasn't used properly with the content area CSS.
7 looks a little too cropped on both sides. There's just too many images of the girl. This time, she's been repeated at least nine times! Now that's a little too much. Since the contrast isn't soo good, you could've made the font black, but the border-bottom a light gray colour (#f3f3f3).
6 is definitely a bit different. I like both the banner and the content area, but when you incorporate both together, it doesn't have the sensation I was hoping for. This is because the content area is too plain compared to the banner. You've used too many brushes and little designs that take your eyes off of the content area. You should've just made the content a little more decorative, like making a background image to the header area instead of always using the border-left concept.
5 is definitely my second favourite out of all your layouts. Not only is the blue amazing to look at, but the way you've blended it into the banner background is an amazing accomplishment as well as the beautiful background gradient. However, in your notebook area--which is on the banner--has been removed partially by the text you've written. You should have the background somewhat transparent. You can do this on your CSS with this coding:
filter:alpha(opacity=90);-moz-opacity:.90;opacity:.90;, where 90 is the opacity percent (you should tweek this a little bit). This way, it will still have that amazing notebook-agenda effect, but also gives the reader contrast when they're reading the text on the notebook. This also doesn't take the notebook effect away from the "Hello, and welcome to..." area.You could have also worked a little bit on the purple-blue hues of the boy's hair to the font colour. It is a little hard to read the writing also because of the size.
4 is very similar to 6 because of the blue and white colours. I like the contrast this time, but the content header could be a little darker. the banner isn't anything special. It's not specifically extracted, which doesn't make it look very neat. But the left-hand side of the banner is a little nicer.
3's banner is pretty nice. The left-hand side is the strong side of the banner, which gives a more emphasis on the navigation, which isn't as eye-catching as the banner. The content area's contrast should be raised. It's probably around 40%, which should be raised to 70%. When I mean 100% contrast, this means black against white background. Also, I've noticed, this time, your pattern isn't as attractive as the other patterns you've used usually. This is because the pattern takes away from the center. It is also because it doesn't have enough designs.
2 is actually very nice. This layout is a second-hand to the first layout Anxiety had. The black/white look emphasizes the fire-ish look. The contrast is nice, and I love the image being used here. This one has got to be my third favourite out of all your layouts. What I've noticed is that you always make the navigation font a lot bigger than the content font. I know it saves up space, but content matters too!
1 is definitely also on my top four favourites. The colours were used very wisely and the banner was done artistically. This one's banner gets an A+ out of all your other ones. But the navigation moves if you hover it.
Overall Remarks - I think you've used too much of the same ideas. Most of your layouts look very similar. This isn't because of your default style. You could've just changed the way you make your banners and code your code. You've used the border-left/right idea too many times. You could give your layout section a little more taste and diversity. This could match everyone's desires more easily.
Icons (100x100) - These guys are fabulous. They've got modern touches, but also with the right brightness of hues, and the correct use of brushwork and textures. Your icons are utterly amazing. Obviously there's still room for improvement, but they're very phenomenal in the [webdesign] community. This is definitely your site's strong point.
Icon Textures - I would download all of them (even though I haven't), but they are all very useful icon textures and are very high in quality. This is another one of your site's strong points. Keep it up, guys!
PS Brushes - Just by glaring at the preview, it shows that you need improvement in this area. They all look similar--splatters. You should have more variety and maybe give a little information about them to make things more attractive to the public.
Overall Remarks - Your icons and icon textures are definitely something I would use. Your layouts are very nice, but they should have more diversity. Your brushes need some more work. It also wouldn't hurt if you gave a bit of information about the brushes and icon textures, seeing you've done that for the layouts.

Your site was definitely fun to review. I loved saying the goods and bads of the site, but it definitely is on the positive side.I hope to see more improvement on the English perspective, and more information on the brushes and icon textures. The PS tutorials and your updates should be from newest to oldest (newest on the top), like how it is on your layouts pages. You should also keep in mind to broaden your colours a bit more--contrast-wise and generally.
Your quality and quantity have both been fully satisfied, and visitors definitely will visit more than just the first time. Your site still has more room for improvement when it comes to professionalism, so start sharpening the English.
