General - Your writing looks very neat not only because of the font, but because of how less you used the emoticons. But to make your site more professional, don't use the arrow emoticons (the "^" and ">") unless it's for hearts. A simple one that most people use is ":)" which still shows professionalism with simplicity. And choosing to use the real emoticons that you must download and upload isn't a good idea either because it's very childish [though cute] and brings out the emoticon out of the content, which you don't want. Or, you can just express your emotions by writing it.Navigation - The navigation area where it look be pratically 1 minute to find the index page is definitely frustrating! I respect that you want to put things in alphebetical order, but then why didn't you do that for the Downloads? [Always, always,] always put the clear link as the first link or the last link on the Website header area. I'd prefer first, because it's so much more convenient and people would need to become personal with the site to know that the "Weblog & Updates" was the link to the index page. First of all, "clear", "home" or "index" would all work perfectly well. The most important thing about making a site for the public, is that convenience and appeal work both ways right beside one another. Also I don't see why you need to put the resources you've used for your site on the same page as the Terms. The terms should have its own page because on a graphic/resource site, the terms are one of the most important pages. Rather make the resources its own page, or put all the links on one page with the Linkage and Admired.
In the Downloads section, I know that those resources don't have as much pride as the ones that are available directly on every navigation on every page, but the tutorials shouldn't be under "Downloads" because there's nothing to be downloaded, only read, and neither is it a "resource". You should change the header, "Downloads" to something more suitable, or put tutorials under a different header.
Index - Ugh, the part I hate most: the technical stuff. Instead of "January 8th 2007", it should be January 8th, 2007 [with the comma]. I don't want to be any more picky about your writing, but I will start picking on a few things (just to make it look like I've read everything).
About - There's just too much space after the first sentence. I can clearly see that there's at least 4 "br" tags used. We know, that universally, two line spaces should be the most space used when writing. And by the way, I love what you've written for the about page; it's pretty inspirational.
Contact - You should bold the words before you use the colon like "Yahoo Mail" to bring people's attention to it. Also when using the colon after the end of the paragraph, the three email addresses are also part of the paragraph, so you should seperate the confusion with the grammar with a dash (-). Lastly, the form isn't the right font--it's a totally different font size and the form is a different style that doesn't match your site.
Contests & Reviews - You should remove the blue border that's around all of the image links as well as making the buttons that're under Reviewed Ashikiyoko to be abreast because it just takes up too much space and looks weird.
Linkage and Admired - The second content blockquote is screwed. It's pretty straightforward after you look at your coding. You forgot to close the blockquote, but it basically covers the navigation area, so people can't navigate from there anymore.
Terms of Service - As I've said already, make things consistent. When you look at the Terms of Service blockquote, then scroll to look at the Resources, they look completely different in colour and feel. You should definitely add colons after the grey headers for "What you can/can't do". Also, capitals aren't such a good idea--they make things look like yelling and spam. I suggest you make "can't" and "can" in bold or a different colour.
Versions - Instead of me clicking all the time on the View links to view your previous layouts, you should do small screenshots of it aligned left to the info on each version. You can still use the same image URL, just use width="#px" height="#px" in the image code. This saves people time to click.
Webmistresses - It's kind of useless with the "Webmistress" header and with no blockquote underneath it. You should delete the first header, but change the "Master Pogi" one to "Webmistress Master Pogi", with or without a colon after the "webmistress".
Transparent PNGs - The drop-down menu for the PNGs is very small and subtle, which makes it hard to find it quickly with one scan of the eye. So you should put it in the middle and name the white empty selection to "Page" or "Select" to make things easier.
Icon Brushes - It isn't required, but you should put stamps for your brushes [unless all the brushes were already used when you put them on the preview]. And you could put some information about the brush sets.
Overall remarks: You should have some credit information at the bottom of the site, like "Ashikiyoko is © of Master Pogi" and adding a "Top" isn't a bad idea because some of your pages are long and people with low resolutions don't want to scroll up.
